Web Site "Standards and Guidelines"

What are standards and guidelines
and why are they needed?
I worked over 20 years
in the engineering/drafting industries before entering
the internet industry as a web site designer in 1994.
Most of those years I was a engineering consultant working
for companies like McDermott, Jacobs Engineering, S&B
Engineering, Frito Lay Corp., and many others. When you
first start a project for these companies the first thing
they give you is a set of "Standards and Guidelines"
that they require you to follow, all exceptions to the
approved standards had to be approved. Every company had
there own set of "Standards and Guidelines".
These were the road maps to be successful within each
company. If you followed the road maps, the project was
much easier and had very few mistakes.
The purpose for using Standards and Guidelines on projects
was three fold. First, you used established practices
that would save time and money through standardizing of
engineering and construction methods. They also knew how
much time and money was spent using these methods. Second,
and more important was to limit the companies liability
for errors in engineering and construction methods. The
standards and guidelines were the gathering of historically
proven methods that worked and did not fail over time.
Third, training of new personnel was accomplished in the
shortest amount of time because everybody was doing things
the same way and everybody had a reference guide to follow.
The same applies to web site design, especially
when the web site involves large groups of web authors.
